3 year pushes/hits smaller children

We have always had to watch my 3 year olds behaviour. He is a very sensitive child and doesn't cope well with any changes or situations he can't control. He also does not like physical contact unless it is his choice. The main problem is he will push and hit other children for no reason. He is big for his age so when he pushes, the other children get hurt. His behaviour is getting me down. I have tried sticker charts, timeout, taling to him etc. The pushing will occur when he thinks he is not being watched. I feel upset & embarassed when the teacher at his preschool speaks to me about it (probably because it has always been a struggle). I can not give up my job and take him out of school so I can watch him all the time, there must be something else I can do to help him? Any advice welcome... thankyou
