i'm raising someone else's kids!

For the last 2 months, I have been raising a 3 1/2 yr old boy and a now 8 month old baby boy. I spend approximately 55 hours per week with these children, sometimes over 70 hours per week.

In the last 3 weeks, I have noticed many new behaviours in the 3 1/2 yr old that are of concern to me. For one, he constantly has his hands in his mouth to bite his fingernails. Second, he has started peeing the bed at night again. Third, he cries every single morning that his parents leave, whether he's awake when they do or not. These are behaviours that never existed before (at least not since I've been here).

His parents are aware of these issues, but don't seem to be doing much to address them (mind you, how could they since they're never home!). As this little boy's primary care-giver, can anyone give me any suggestions to help him? His parents always seem "too busy".
