Sears 16 hp. needs to choked after warm

After my tractor runs for about 5 min I have to keep choking it to keep it running. After it cools down it runs good again until it heats up. I do have a electric fuel pump on it.

Should the main axle move in and out? When standing in front of the mower and looking at the front, the wheel on the left side is out past the fender and the wheel on the right side is in as far as it will go and rubbing the inside of the fender. Whats wrong with it?
