SS12 1972 HH120 Tecumseh engine speeds up and slow down

I just finished trouble shooting all the loose wires and it starts right up, and shuts off OK, ammeter charges OK but....... as soon as you speed up from idle the engine speeds up then slows down in a cycle continuously, but on idle it runs smooth as silk. I just rebuilt the carberator,any ideas why it does that? thanks, Rich

Its sucking air somewhere via bad gasket on the carb, or lose or worn throttle shaft..Or possible a bad head gasket...Or your mixture is to lean and its surging do to that..
